United States DoD Moves Forward on Ukraine National Guard Training

Kiev: Hundreds of US paratroopers will train Ukrainian soldiers from April 20 as Kiev battles to contain pro-Russian separatists in the country`s east, Ukrainian interior minister Arsen Avakov said Monday.


"290 US paratroopers will arrive on April 20 at the Yavoriv military zone" in the government-controlled western region of Lviv, near the Polish border, Avakov wrote on his Facebook account.

Soldiers from the US 173rd Airborne brigade, based in Italy, will instruct around 900 troops from the National Guard of Ukraine (NGU) in three waves of training, each lasting eight weeks, followed by joint war games.

The NGU is made up of reservists, and was reformed in 2014 to bring volunteers and militia under government control following the Maidan protests that brought down the pro-Russian government of Victor Yanukovych, sparking conflict between those loyal to Kiev and Moscow.

US-led manoeuvres in a country neighbouring Russia are likely to provoke anger in Moscow. President Vladimir Putin accuses the US of fuelling the Maidan protests.

The West counters that the Russian leader has supplied the separatists movement with weapons and troops during a near year-long conflict that has claimed over 6,000 lives, but Putin has always denied the claims.

Ukraine President Petro Poroshenko on Wednesday took delivery of ten US armoured vehicles, two days after American lawmakers voted to urge President Barack Obama to provide "lethal" aid to Kiev.

A shaky ceasefire is currently in place in Ukraine, but skirmishes continue on a daily basis.

A series of Ukrainian-American trainings in the territory of Ukraine is scheduled for 2015: "Fearless Guardian-2015" (overall number of participants equals 2.2 thousand people, including 1 thousand U.S. servicemen), "Sea Breeze-2015" (overall number of participants equals 2.5 thousand people, including 1 thousand U.S. servicemen and up to 500 militaries from NATO countries and the program "Partnership for Peace") and "Saber Guardian/Rapid Trident-2015" (overall number of participants equals 2.1 thousand people, including up to 500 U.S. servicemen and up to 600 servicemen from NATO countries and the program "Partnership for Peace"). Also, Ukrainian-Polish trainings are planned: "Secure Sky – 2015" (overall, 350 participants, including 100 Polish militaries) and "Legal Order – 2015" (overall, 100 participants, including 50 Polish servicemen). For this end, the Decree of the President grants access to the territory of Ukraine for the armed forces' units of the U.S., NATO member-states, members of the program "Partnership for Peace", Poland with armament, military equipment, ships, submarines, aircrafts and helicopters for the period and in the amount approved by the Decree.

The plan of Ukrainian militaries' participation in multinational trainings abroad was also approved. The following trainings were scheduled: training of military police in Germany (up to 30 Ukrainian servicemen), anti-submarine training in the Black Sea Basin "Sea Shield-2015" (up to 500 Ukrainian servicemen), multinational training of signal corps "Coalition Endeavour / Combined Endeavour – 2015" in Germany (up to 40 Ukrainian servicemen), " Maple Arch – 2015" in Lithuania (up to 120 Ukrainian militaries), "Bright Avalanche – 2015" in Hungary (up to 30 Ukrainian servicemen), "Trident Juncture – 2015" in Spain and Portugal (up to 50 Ukrainian servicemen) and Certification training of the Battle Tactical Group of the European Union "Common Challenge – 2015" in Germany (up to 60 Ukrainian servicemen).

Kiev: About 300 US paratroopers arrived this week in Ukraine to train the Ukrainian National Guard which is fighting pro-Russian rebels in the east, the US Army said in a statement.


The troops from the 173rd Airborne Brigade arrived on Tuesday and Wednesday in Yavoriv, western Ukraine, to spend six months training three battalions of Ukrainian troops, said the statement dated Thursday.

The move is likely to anger Russia, which accuses the United States of backing the protests that brought down the pro-Russian president Victor Yanukovych last year, sparking conflict between those loyal to Kiev and Moscow.

The West accuses Russia of arming the separatists who have taken control of some areas in eastern Ukraine, a charge that Moscow denies.

Fighting between the separatists and Ukrainian troops is rumbling on in the east despite a February ceasefire agreement.

The conflict has so far claimed more than 6,000 lives, according to the United Nations.

The US troops will train the National Guard of Ukraine (NGU), a reservist force reformed in 2014 to bring volunteers and militia under government control.

"We will be conducting classes on war-fighting functions, as well as training to sustain and increase the professionalism and proficiency of military staffs," Major Jose Mendez, operations officer for the brigade, which is based in Italy, said in the statement.

Kyiv hopes to receive defensive arms from U.S., including antitank weapons

Ukraine hopes that the U.S. parliament resolution to grant military and technical assistance to Ukraine will not be vetoed and Kyiv will receive arms to protect the country, Deputy Head of the Ukrainian Presidential Administration Andriy Taranov has said.

"Both houses of the U.S. parliament confirmed the allocation of EUR 300 million worth assistance to Ukraine (military training and provision of certain weapons) in the new financial year. Ukraine expects most weapons from the American people that will help us to contain the enemy, that is to contain and control, - systems of counter-artillery defense and electronic warfare systems. And unless the U.S. president vetoes this financial document, which will come into force on October 1, we hope to get anti-tank weapons," Taranov said in an interview with Channel 5 on Tuesday evening.

At the moment, 380 U.S. paratroopers are training the National Guard servicemen, the official said.

Taranov also expressed the hope that the U.S. government would pass a resolution on the training of the Armed Forces of Ukraine.

In addition, the deputy chief of staff said that currently Ukraine was able to ensure both the air defense of its ground forces and the country at large.

Are they forcing Russia to send troops, escalate things into a full-blown civil war and completely wipe out Ukranian economy?

Most of those things already happened.

At this point Ukraine has 2 options. They can cut their losses and allow the DNR and LNR to have independence, which frees Ukraine up to head back on track with their path to EU and NATO membership. Or, they can try to eliminate the separatist movement, which at this point has a 0 percent chance of happening with active Russian army units fighting alongside the separatists in eastern Ukraine.

Thursday, July 2. KYIV – The Ukrainian President had a meeting with U.S. Congress delegation headed by Mr. Peter Roskam.

The President expressed gratitude to USA for constant support for Ukraine in its struggle for territorial integrity and sovereignty. He noted strategic character of partnership between Ukraine and the United States. At the same time, the President emphasized an important role of USA in ensuring global security and facilitating peaceful settlement of the situation in Donbas.

The Head of State informed American Congressmen on the situation in Donbas. According to him, the situation remains tensed and requires significant efforts in order to prevent further aggression against Ukraine. “Every day, there are attempts to escalate the situation, but courageous actions of Ukrainian militaries restrain the aggressor,” Petro Poroshenko noted.

The parties emphasized the importance of enhancing cooperation in military and military-technical spheres for the modernization of the Armed Forces of Ukraine and using the Ukrainian potential in aerospace sphere.

“Now, we have a high level of trust between Ukraine and USA. Thus, I consider it critically important to increase our military interaction. We have all preconditions for that,” the President said. According to him, such cooperation not only defends freedom and democracy in Europe, but also provides a unique experience of countering ‘hybrid’ war. The Head of State also noted the efforts aimed at reinforcing the Ukrainian army.

In his turn, Congressman Peter Roskam emphasized that USA and their allies are now facing a serious challenge of countering authoritarianism in the world. “That's why providing support for Ukraine is one of the top priorities of the U.S. foreign policy,” he said.

The parties discussed progress in the implementation of systemic reforms in Ukraine. The U.S. delegation noted tangible improvements in the quality of governance, openness, democratic character of the political process, reform of the Ukrainian army and law enforcement system.
