Bangladesh is desperately trying to find a reason for its identity.
If they are Bengalis then
which Bengali? Either they accept the larger inclusive composite Bengali culture which is not limited by religion or sub-region or they become more and more parochial and invent threats.
Like the "threat" from a few thousand wretched starving slum refugees to a 160 million strong population. Bangladesh didn't even have the "nuts" to return Pakistanis of Indian origin back to India when India was willing to take them back.

Bihar is one of the BIMARU ( backward) states of India due to its feudal past but is now is (hopefully) emerging. Even then , backwater as it is, in terms of resources, infrastructure, education, and environment it is not too bad.
Natural environment wise it is far better than the overpopulated Bangladesh. Above all Bihar is inclusive not parochial. It is the area from which two major religions Buddhism and Jainism originated and where the Sikh Guru Gobind Singh who defined Sikhism as we know it today was born.
