Yes there was too much socialism in India that caused this rot.

Scarce capital resources by used by greater good argument to divert to heavy industry capital sinks (with heavy labour law and capital flow controls).....instead of basic human development and basic manufacturing (which needed minimalist labour law intervention) to get people into first steps past subsistence farming for economy.

We still see the lingering effects of that socialist nightmare to this day.
