Understanding the Arms "Race" in South Asia

The author has concentrated his arguments based specifically on nuclear missiles which is just a small part of the overall capabilities which include all three services - Army, navy air force. The conventional aspect has been given short shrift.

Where conventional capabilities are concerned and keeping in mind that there is no chance of a nuclear war between India and Pakistan (Whatever the armchair hawks may say), it is clear that Pakistan will never be able to compete in an arms race with India as their economy doesn't permit it seeing that India's economy and defence budget is five times that of Pakistan's.

What makes you think that they were not working on the technology for such a long time ??

Their economy .They cant fullfledgedly do a breakthrough R&D at least for 5 years because of shambled economy.
After that if they have more than 5% economy then things would get interseting.
