@500 is right. there is no apartheid in Israel , even if they are some intolerant people and some thief of lands (west bank).
still if you want a country to be strong , you need people to really feel they are citizens : and it is a right but as well a duty. people who don't consider them being Israeli and spend time to insult , they should think they should live somewhere else. i was not thinking like this before living in France ... this country transformed and the base of this country is highly damaged . lot of foreigners by roots don't even consider be proud of being French and show their old roots (sometimes even from grand parents). the hate increases here . the huge economical problems make it even worst .
we have a problem like this in Iran . some people insult Iranian citizenship and often think Iran equals the corrupted and sick regime of Khamenei.

Intolerant people are everywhere. There are attacks against migrants in Germany for example. I guess the main reason why integration in Israel is harder than in Europe, is because Israel is dual language country (Arabic is official language in Israel). Although virtually all Arabs in Israel speak great Hebrew their first language is Arabic, while in Europe after couple generations their first language is local. Ongoing conflict also contributes a lot. I agree Israel should do more to integrate Arabs.
