The US needs to prop up India against China's growing influence in the region, so it allows its state sponsorship of terrorism and other ugly truths to be glossed over in the international media. This is why international/Western support for anything that benefits China (i.e. a blow to India) will be hard to come by...
The West is just the most powerful imperial power --- its double standards, human rights abuses, etc., are just about as bad as any developing country. The civilian toll of the wars in Afghanistan and Iraq greatly overshadow those killed by terrorist attacks.
The Indians like to think that they have achieved something in Occupied J&K; talking to a very experienced ISI operative a few years ago, it seemed the opposite is true --- the insurgency has achieved the bogging down of a huge number of Indian troops that would have otherwise been available for an invasion via Punjab, etc. This is a seldom understood objective.
Additionally, we must understand that Kashmir, under the UN, is a disputed territory. And any and all disputed territories deserve the right to self-determination. If Indian claims that "only a few hundred" people in Kashmir hate India are true, what does India have to fear? The only solution is a plebiscite under UN watchdogs. Living under Illegal Occupation is a travesty no people should experience.
