Crimean populaton is 2.2 million. And it is under Russian control.
And rebels in eastern Ukraine control about 2-3 million people.

And most important, 9-11 million Ukrainians left Ukraine since 2014, when war started. 6 million left for Russia, 2.5 million to Poland and more then a million to the rest of the West.

So basically even Ukrainian pro Western politician know that in Ukraine now there is no more then 27 million people at best, or more possible 25 million people.
