Seems like they are not at total liberty to invest on their free will in Pakistan. Their arms may have been twisted by the US to take up the policy of appeasing the Indians. No condemnation from them on Kashmir or on the plight of the Muslims in rest of India.

The recent restriction imposed on Pakistan on participation in Malaysia Conference is another proof that the US is pulling their strings.

That is my humble opinion.

For those of you who haven't studied economics, 200 million hot money in the economy will mean an impact in the national economy of 800m to 1 billion.

It is also very silly to comment when one doesn't know what the deal is. Did UAE want something in return? What was it? If they wanted nothing what kind of a diplomatic move was this?
Commenting on foreign affairs is not for children.
If a US Iran war is brewing, UAE may in the near future want Pak to stay neutral or even provide some technical assistance. Which to an extent Pak has been doing for a long time for $$$.
This may be a goodwill gesture.

Point is we don't know. To comment without knowing is stupid and shows our lack of education nothing else.
