Neither is Russia the only country that China supports by purchasing oil from. The oil embargo should not be in isolation; it will work in tandem with other measures that have already been taken to the detriment of Russian currency. Infact, the west may not even have to go cold turkey on Russian oil. A levy that is targeted on cruise of Russian origin may force Russia to absorb the cost (as consumers will simply switch if Russia tried to cascade the levy). There may be other options as well. The larger goal is to leverage the unity among Western countries that is likely to last as long as Russia occupies Ukraine and use it take down Putin's image within the country. If and when such actions lead to a democratic Russia, the West can relish on a monumental strategic win
