The Nine Dash line has always been an affront to expand China's influence in the South China Sea. The historical claims of "traditional fishing grounds" is just there to provide a smokescreen for expanding Chinese influence in this region. And judging from their actions in the past 5 years, they seem to be succeeding.

Just look at the intensity of Chinese naval operations in the SCS ... not to mention the infrastructure on the disputed islands. Chinese naval presence in the SCS is the highest its ever been and rising ... I think the Pentagon a few years ago called the South China Sea basically a Chinese lake.
