This particular issue has many aspects- legal , political , ethical , historical etc to speak of .
starting from legal aspect if the information regarding agreement between US and Philippines regarding Visiting Forces agreement is correct than legally US has option of exercising the privilege granted by the said agreement .although it is not binding - but then this is what such agreements are meant for . US is known to enter into such agreements with countries it can muscle its way out with . so it is hardly surprising that US won't budge in this case .
Taking Political aspect into account - given current turmoil in South china sea Philippines need anchor like US to withstand threat of China . and it is likely to go soft on the issue . Philippines won't risk its relations with US for life and honor if a transgender .
as far as ethical aspect is concerned - US which pretends to take moral high ground as far as safeguarding human rights are concerned has obligation to hand over Marine to Philippines authorities . But it won't ...because all the talk about human rights and so is whitewash .
as far as Historical aspect is concerned Philippines sovereignty has been violated and humiliated by US for long time .
Philippines takes pride in the fact that it was a US colony once . US decimated the very first republic in Phillipines and occupied it for half a century . Filipinos mark the largest immigrant group in US . and the overall sentiment in phillipines is quite pro American .
The trans gender's death is unlikely to change that opinion .
In nut shell neither Philippines government nor general public will speak against brutality of US marine ..
and like many other American citizens , officials and armed forces personnel involved in heinous crimes ....US will shield its people with all its might . The US marine will walk away even if proven guilty after a while ....
