WASHINGTON – The Biden administration added a dozen Chinese companies to its trade blacklist on Wednesday citing national security as well as foreign policy concerns.
Eight technology entities based in China were added to the list for their alleged role in assisting the Chinese military’s quantum computing efforts and acquiring or attempting “to acquire U.S. origin-items in support of military applications.”

U.S. officials have long complained that Chinese companies are beholden to the People’s Republic of China and collect sensitive information on behalf of the People’s Liberation Army. The Chinese Communist Party has previously said that it does not engage in industrial espionage.

The Commerce Department also listed 16 entities and individuals operating in China and Pakistan for their work on Islamabad’s nuclear and ballistic missile program. In all, the Biden administration added 27 entities and individuals located in the People’s Republic of China, Pakistan, Russia, Japan and Singapore.
“Global trade and commerce should support peace, prosperity, and good-paying jobs, not national security risks,” wrote U.S. Secretary of Commerce Gina Raimondo in a statement. “The Department of Commerce is committed to effectively using export controls to protect our national security.”
The Chinese Embassy in Washington did not immediately respond to CNBC’s request for comment.
The Department of Commerce’s entity list places trade restrictions on individuals and entities believed to engage in unfavorable or unethical activity.

The only option left is when you could not answer/match the rival in the relevant field, so it is just easy to blacklist/embargo/sanction. IMO it is the only 'sophisticated' technology in which the USA is mastered. Time is changing fast and even this option will not help the USA most, they should realize the ground realities.

The US Commerce Department put a dozen Chinese companies on its trade blacklist on Wednesday citing national security concerns and in some cases their help with the Chinese military's quantum computing efforts.

The department also said 16 entities and individuals from China and Pakistan were added to the blacklist for contributing to Pakistan's nuclear activities or ballistic missile programme.

In total, 27 new entities were added to the list from China, Japan, Pakistan, and Singapore.

Commerce Secretary Gina Raimondo said in a statement that the move will help prevent US technology from supporting the development of Chinese and Russian "military advancement and activities of non-proliferation concern like Pakistan's unsafeguarded nuclear activities or ballistic missile program".
The Commerce Department said Hangzhou Zhongke Microelectronics Co. Ltd., Hunan Goke Microelectronics, New H3C Semiconductor Technologies Co. Ltd., Xi'an Aerospace Huaxun Technology, and Yunchip Microelectronics were placed on the Commerce Department's entity list for their "support of the military modernisation of the People's Liberation Army".

It also added Hefei National Laboratory for Physical Sciences at Microscale, QuantumCTek, and Shanghai QuantumCTeck Co. Ltd. to the list for "acquiring and attempting to acquire US-origin items in support of military applications".

Suppliers to these companies will need to apply for a license before selling to them, which is likely to be denied.

No one gives a damn what USA says.

The world has changed since 2001. This is not the 1990s anymore.

It is no longer the world where US regulates the technology. This is a multipolar world and more deregulated than ever. It is funny that US wants to ban nuclear cooperation when we are already a major nuclear power in both Military and Civilian applications. As for Ballistic missiles that ship has already sailed and all primary objectives achieved for Pakistan with Shaheen 3. Now as evident from Shaheen 1A and Ababeel we are investing in improving the technology. US is just sucking on sour grape for no reason.
