New MODP report is out. Some great achievements in export domain.

  1. POF exports in excess of USD 152 Mn
  2. NRTC exports worth US $ 8.5 Mn with almost 10 Mn $ orders in hand for CFY
  3. KS&EW exports worth US $ 34 Mn
  4. HIT exports worth USD 11 Mn

The biggest winner is PAC
Exports worth 17 Mn USD were made in last FY, orders for 370 Mn USD are under finalization
 
We need sustained exports for this industry to be viable. Alas, that requires a strong and competitive economy and a dynamic private sector.
Pakistan needs to remove the defence production domain from a line ministry and set up an independent agency to oversee the funding, project management and marketing aspects of all defence production organizations. A radical restructuring of all defence organizations is also needed to bring about a more efficient management structure and corporate outlook. The reform of the organizations' corporate structures will also be good for the optics of the business. A VP of Manufacturing/Technology/Business Development/etc looks better on paper (marketing literature,etc,etc) than a Addl. DG (Marketing/Design/etc).
The regular bureaucracy is too slow, incompetent, corrupt and unimaginative to allow the full potential of this industry to be unleashed in Pakistan.

Reason for all above is bcz these PSMs were setup to cater our local demand and were not designed to be profitable organisations. Now that focus is shifting toward self sustainability newer models are being setup and it takes time to get things running. Karachi shipyard just recently came out of loss mainly bcz of its commercial products not defense related exports. POF and PAC also have a good setup going in terms of exports due to export oriented model and better marketing. One PSM that needs focus is HIT which is running in a loss and even unable to cater our local demand. It needs some serious revamp not just managerial but also technical point of view. Most of the setup at HIT is very old and is hindering its progress toward modern vehicles. Overall it will take time bcz switching from one model to another always bring its own challenges. This report has pretty much laid out every thing needed to revamp our defense manufacturing.
