You have a nice arms industry, certainly for such a small country (although you are a very militarised country), but you are still not close to the top, between 2012-2016, Ukraine did better than Israel and Israel didn't come close to some western countries, let alone Usa and Russia.

For example, you sign a arms contract worth of 5 billion (lets say tanks, each worth 10 million, in total 500). Then you recieve 100 per year over a course of 5 years, then each year you will pay 1 billion.

it will not be delivered... since China isn't part of MTCR... Therefore can't have the 400km ranged one... So they could only buy the 48N6 (250km range one)
that's why the s-400 deal was cheaper for china than TR or India prices...
