You are also confusing MoD with MHA or Ministry of Home Affairs who manages paramilitary forces.
paramilitary forces aren't deployed at LoC, so they don't suffer losses from ceasefire violations at the LoC.
These 4,132 deaths of paramilitary forces included death due to accidents and health issues to beside KIAs. paramilitary forces serve till 55 years of age. So deaths due to age related issues are major part of that figure.
If only KIAs are taken into account these deaths numbers will come down drastically.

During the Question Hour, Union Minister of State for Home Kiren Rijiju said 61 paramilitary personnel were killed in 2018, 70 in 2017, 71 in 2016, 43 in 2015 and 71 in 2014.economictimes.indiatimes.com
Firstly it was ISPR that initially reported today's casualties.
And you need to enlighten yourself as where the likes of BSF are posted.
