Two M777 155 mm artillery guns to land in India.

Why on Public airport? Don't you guys have proper military airports for this kind of weapons delivery?
Just like any other item imported into India it has to go through customs and a civil cargo terminal, this is the case almost anywhere in the world.

So what will happen to the light artillery from kalyani group ?
It's not going to be ready before 2023-4, by then 600+ units of M777 will be in Indian hands.

are we purchasing anything from the kalyani group in artillery??
i saw few of them and think govt should promote indigenous effort

Customs are paid by the foreign agency contracted, here BAE.

No.
No consignor pays any custom duties of the consignee.
This is the golden rule of IMPEX trade.

More, when the importer itself is a central/Union Government, duties are waived, more so when the cargo is military hardware.

The volunteering decision of India paying 6 times more towards the air freight (instead of ocean freight) is more complex for any sane Indian to understand. Even rich countries do not squander money like that.

Two M 777 A-2 (Indian) ULH Arrive In India

Two M 777 A-2 (Indian) ULH arrived today for preparation of firing tables. During this event, the guns will fire 155 mm indigenous ammunition.

The weapon system was contracted on 30 November 16. As per the contract agreement firing tables are being prepared by the contracted agency i.e. US Government and BAE GCS Ltd with support of Indian Army. After firing tables are ready, three more guns will be received in the second stage in September 2018 for training. Thereafter, induction will commence from March 2019 onwards at the rate of five guns per month till complete consignment is received by mid 2021.

India is a weird country to have charged customs duty for its own national needs thereby penalising the end user aka Indian Armed Forces. Nowhere such practice prevails.

The equipment is "bonafide property of the Government of India," and "needs to exempt from Customs duty," the letter says.

What GOI wants to achieve by charging its own military customs duty?

It's not that way. It is based on where the item is sold. Most commerce happens in HI-Seas therefore they don't pay any sales or custom. Hence refereed to as Hi Seas sale. I don't think the exchange/sales happened in Hi-sea's. This is a custom model for IA which is to go with Validation and confirmation phase first. In this case, BAE owns the guns till now and also till the evaluation is done.

Strange & weird.
It is done basically to promote MII otherwise the foreign sales will be promoted and the indian goods neglected. Also if those companies purchase one or many components from foreign vendors they pay the duty including HAL.

With existing strong engineering base as India is exploring the space at nearly advanced levels; is manufacturing such howitzer still not possible in India?

The problem is about have military industrial complex at such level so that all parts are available by private ancillary units, space industrial complex is well established. Defense industry in private sector is growing rapidly but yet not mature to the level required in all type equipment manufacturing

It is possible, there are several local designed and outside OEM designed guns, going to be produced in India. It was the legacy of the Bofors scandal that kept things from moving faster, but things have obviously changed, because it's been raining artillery of late in India.

Well, they've pretty much a unofficial guaranteed order with the DRDO ATAGS, but I do hope their ULH, light weight Indian 105, and Gaurda 105 get orders. Bharat Forge and their CEO have taken some serious risks, which should be rewarded, if trials go well.

It seems very wise strategy/vision on part of India that first priority was a vey important and high earning field which was previously only dominated by a very specific club.
Now it is going to be an other important sector of national defence so the earnings could easily be invested to improve infrastructure of that sector.
