That is procedure called soot blowing. High pressured steam is made to passed through the exhaust duct, in order to remove the unburnt carbon particle built up in the exhaust ducts and oil fired boiler tubes.

It is usually done every 2-3 days of normal sailing.

That soot blowing is a routine operation, done on every ship and every oil fired boiler(even ones on land).

Soot blowing can be done any time, weather sailing or drifting or moored.

Our aircraft carrier already conducts combat patrols with Flankers. India paid a fortune for rusty scrap that keeps blowing up in the boiler room and kills your sailors with poisonous gases!
