With the implementation of the universal two-child policy in China, enterprises with a high proportion of female workers are facing shortages in their labor force, People's Daily reported on Aug. 5.

In Xiangyan Elementary School in Jinan, Shandong province, 75 of the 90 faculty members are women. The school's principal, Li Hong, said that four female teachers are currently on maternity leave, and five more are pregnant. A recent survey at the school showed that 11 female teachers were planning to have kids after getting married, and 25 are planning to have a second child.

According to Li, the women planning to have a second child are mostly experienced teachers, and there is no way to fully cushion the impact their absence will have if they are on maternity leave at the same time.

In order to ensure the reproductive rights of women, many local governments have extended the length of maternity leave. For example, in Henan province, women can enjoy a maternity leave lasting as long as 190 days no matter if they are having their first baby or their second. However, such policies have brought challenges to schools. One principal complained that 90 percent of his school's teachers are female, and the new policy means they may be on leave for more than half a year including summer vacation after giving birth.

"There will be no teachers for some courses if the school doesn't intervene," the principal said.

In most cases, as long as the quality of teaching is not seriously impacted, schools are doing their best to guarantee the rights and security of pregnant and post-partum teachers. Some schools request that the female teachers stagger their pregnancies, while some allow teachers who are breastfeeding leave work an hour early in order to feed their babies.

However, not all employers are being so generous. Some private companies still require employees to return to work after only one month of maternity leave.

One child policy in China set in 1978, 38 years ago.
Actually, at this moment, two child policy isn't officially confirmed for all.

1. There're 2 generations in affected of one child policy.
Means 4>2>1, when the 4 turns old, only 1 grows.
If keep the one child policy continues to the 3rd gen, then 8>4>2>1, means only 1 grows young for 4 upto 8+4 get old as longevity.
The policy supply more oldies to the social benefit system while provide much lesser labour force.
That's a disaster, need to be stopped now.

2. Before, people in the rural area allowed to have more child, this is not any good for improving the standard of living, education because, people in rural area has fewer chance to be well-educated as people in cities.
But help to keep the population replacements, cheap labour...
People in cities, in public sectors strictly regulated to have only child. It looks good to focus on grow their child as genius but as little emperor/empress too.

I don't know whether this drama reflect well or not the situation in China.

China will have to get ready for the upcoming boom, for sure. China's scale is big. Less than every four year, a Vietnam is added to the population.

Infrastructure will adapt to the new normal.
I think now years of single child policy , couples will be more comfortable with 1 child. But, it was amazing policy and implementation of this policy by govt of China is another great achievement.

I am the among the generations of one-child, however, I have 5+ aunts/uncles from my father's side.
Even the youngest Chinese have a very big extended family.
They will soon adapt to a bigger core family.

It is happening in every school.....
Actually I am living in the teachers' community which is located inside a school campus.....
This is exactly what is happening.
The biggest medical centre from my home, 500 metre away, has just finished several huge buildings.....
I was born there. Actually all the newborn in the region are born there....
And that medical college/medical centre has an affiliated school (1-9th grades), full of students!

And they have just opened a new small branch in the crazily developing suburb of Optics Valley.

Within 2km from my home, we have 3 huge medical centres, Tongji, Union, and Wuhan People's No.1.
All have excellent obstetrics departments. Well, can at least meet the need of this district. But we need to invest more in the fast-growing suburbs which are attracting large number of new graduates and migrants. We are on the right tracks, nearly all medical centres in the city have opened their branch in the new suburbs like Optics Valley, Hanyang High-tech zone, Northern Hankou, etc.

That's why some govt. gave money and offer more free time to couples as attempt to raise the birth rate.

I think, China govt should promote the couples to have more child.

Last month, during our holiday, we meet a Danish couple with 3 kids like us.
As talked, they said about the parental leave in their country, which is as below:

Parental leave when working in Denmark
Whether you have the right to get full salary or not during your parental leave in Denmark depends on the agreements that are in place at your workplace. In some cases the employer pays the full salary during part of the period of leave, and in other cases the new authority Udbetaling Denmark pays the money. Check with your employer to find out which rules apply in your workplace.

Length of parental leave in Denmark
In total, parents in Denmark get 52 weeks of paid parental leave. The general rule is that the mother has the right to four weeks of leave directly before the planned birth and then to a further 14 weeks of leave after birth.

The baby's father is entitled to take two weeks of leave during the first fourteen weeks after the birth of the child. Then 32 weeks follow where the mother and father can freely share leave between them. They can choose to be on parental leave at the same time or in periods one after the other.

If one parent works in Sweden, they are able to be on parental leave at the same time for 30 days, in addition to the 2 weeks that the father can take after the birth of the child.

Extended parental leave
The right to paid parental leave (barselsdagpenge) applies for a total of 52 weeks. As a parent, you are entitled to extend the 32 joint weeks by either 8 or 14 weeks, by receiving a smaller amount of parental allowance each month. The pay for the 32-week period is then spread out over either 40 or 46 weeks. You do not need the employer's approval for this.

60% of Danish dads use the paternity leave, while only 2% of South Korean dads use it. Overly competitive and male-chauvinistic culture are some of the factors why developed East Asian countries have low birth rates.

Mrs Teo said there is no one silver bullet to raise birth rates. The Government can do much, such as provide affordable, quality childcare, but community support - especially from employers - is key.

She noted that while South Korea and Denmark have similar policies for paternity leave, 60 per cent of Danish dads use it, while less than 2 per cent of Korean dads do so. In Singapore, about 40 per cent of dads used paternity leave last year.

Denmark's total fertility rate (TFR) is 1.69, while South Korea's is 1.21, slightly below Singapore's 1.25.

One South Korean father of two told Channel NewsAsia the problem was in the mindset in the country that parenting is largely a mother's responsibility.

“In our environment and culture, fathers cannot take paternity leave, because it is the mother's job,” said Mr Kim Jae Joong.

On the other hand, fathers are expected to take full responsibility for the family and are expected to work hard to look after family members, he said.

Mr Kim's wife, Ms Daphne Wu, said paternity leave would be useful if the child is sick and the mother is unable to leave work immediately.

"(It) would be very useful if the father could contribute and come back and bring the child to the hospital or do what he needs to assist," she said.

In Singapore, traditional gender roles similarly continue to remain a barrier.
