Twice rejected for ISSB but recommended after graduation

Aslam o Alikum , respected memebers....i want to ask a querry. Im twice rejected before graduation for ISSB by TCC course. But I'm recommended now after graduation in electrical engineering for Air Force . But i could'nt qualify for merit . As now a days PMA long course has been started. Can i apply for PMA long course as now no issb then
Secondly , kindly guide me....My issb would be expired on this may 2019. How can i utilize it before. any course comming ?? ...kindly guide me
