Saboteurs aren't necessarily Israelies. If his had been pure incompetence then I'd expect Netanyahu to stand out and say, "We didn't do it".

The chance to gloat over Lebanon's own incompetence is too nice an opportunity to be missed.

But let's see, they may blame it internally, but in exchange receive a few billion usd under the table.
