Turkish firm to set up 100MW solar plant in Bahawalpur (6 cents per unit)

To provide cheap electricity to people in Bahawalpur, the Punjab government has reigned in a Turkish company to set up a 100MW solar power plant at Quaid-e-Azam Solar Park within the stipulated time of six months.

Under the agreement signed on Thursday between Punjab and Zorlu Enerji Holding, the Turkish firm will provide electricity at a rate of six cents per unit.

Punjab Chief Minister Shehbaz Sharif was the chief guest at the signing ceremony held in Model Town, where provincial ministers, Turkish Counsel General Serdar Deniz and Zorlu Energi Holding’s representatives were also present.

While the government has allowed six months for the completion of the power project, Shehbaz urged the Turkish firm to complete this plant in four months. The government also handed over the documents of the land to the company.

The chief minister said Turkish President Recep Tayyip Erdogan on his recent trip to Pakistan had assured him of all-out support to end power outages in the country. He added that other Turkish companies were ready to establish more projects in Punjab.

Terming the agreement a ‘welcome step’, Shehbaz said this project was the first move towards ending the energy crises, which is the main reason for the tattered economy of Pakistan.

He criticised the National Electric Power Regulatory Authority (Nepra) for keeping rates of electricity on the high end, hoping solar projects would help to reduce the prices determined by the power regulatory authority.

The CM said that earning profit should never be the priority of any government institution and rather it should be public service.

Despite long marches and sit-ins, Shehbaz said, the government had already completed a 100MW solar power project and was working on a 3,600MW gas power project also.

During his speech, he also bashed leaders of the both the leading political parties, saying the nation was aware of the smear campaign against the PML-N government.

“Mr Niazi has done nothing for the people of Khyber-Pakhtunkhwa,” he said while referring to Imran Khan. “He has dedicated all his efforts towards the smear campaign instead of serving the people under his party’s rule.”

Without naming former president Asif Ali Zardari, Shehbaz alleged that leaders with millions of dollars stashed abroad were busy making false accusations against the provincial and federal governments.

He appealed to the politicians to do constrictive politics and resolve the problems of the people of Sindh, Balochistan, K-P and Punjab. “Time has come that allegations, lies, hypocrisy and wrong statements should be avoided and work is actually done for the welfare of the people,” Shehbaz said.

He also stressed the need for setting up low-cost energy projects so that electricity could be provided to the people at cheaper rates. By June, he added, 1,320MW Sahiwal coal power project will be completed and work on two hydel projects of 4,000MW and 4,500MW was also under way.

The Zorlu CEO expressed the hope that more similar projects would be established and promised that every effort would be made to complete this project before six months. “Pakistan is our second home and a number of Turk companies are already working with the Punjab government,” he added.

Turk Consul General said the agreement signed between Turk Company and Punjab government would result in enhancing economic cooperation between the two countries.

China operates at much higher scale and strategy. Chinese solar farms occupy thousands of acres and provide 1000s MW of electricty.

Zorlu Energy, one of the Turkey's biggest companies to invest in renewable energy, adds 100-MW solar park to its solar energy investments with a signing ceremony that will take place in Lahore, Pakistan. Zorlu Energy's overseas and total installed power capacity will reach 447 MW and 1147 MW, respectively, with this investment, which is the first and largest renewable energy application to have been accepted by the Pakistani government within the past three years.

Sinan Ak, Zorlu Energy Group's President, made the following remarks regarding the development: "Pakistan has a special place for us as a friendly country because it is the country where we made our first renewable energy investment abroad. We are happy to make a fresh start in solar energy as a company that has made significant investments in renewable energy in Pakistan, which has a high energy demand. Today we are adding solar to the wind power plant we commissioned in the recent years. We are working intensively to undertake special investments in different areas, including especially wind and solar. Every step we take in energy cooperation reduces Pakistan's external dependency in energy while Turkey gets closer to its growth target in the region. The efforts in the field of energy consolidates the historic friendship between the two countries further with every agreement. We will continue to invest in Pakistan, and there is a long way to go. We are planning to reach our growth target by increasing our group's commercial strength and Turkey's power in the region. In this respect I wish that the Quaid-e-Azam Solar Park will be beneficial for both countries"

Speaking at the signing ceremony, Chief Minister of the Punjab province Shehbaz Sharif stated that the project, which was to be completed within 6 months, aimed to reduce Pakistan's external dependence in energy and said "This project between Turkey and Pakistan is of great importance for us as Turkey's second energy investment."

The 56-MW Jhimpir Wind Power Plant, which was implemented by Zorlu Energy in 2013 as part of its previous investments in Pakistan, was deemed worthy of the Gold Standard award. The Jhimpir Wind Power Plant contributes to reducing the country's external dependence considerably in addition to being Pakistan's first wind power plant. The power plant, which is a reference in the world energy market, produces 159 million kWh of electricity per year operating to illuminate 350,000 households annually for the next 20 years.

6 sent is really a good deal. Why do you guys go for chinese pollution prone thermal power plant at a cost Rs 16 to 17 (As heard from TV discussion of Pakistani Media) . Go ahead and make a deal. this is very good. We too had a PPA at Rs 4.35 for solar energy some time ago.

Solar power stations are becoming cheaper but they continue to offer 1)Lesser production capacity 2)Far lesser efficiency vis-a-vis other modes(Only wind turbines are somewhat comparable to conventional power generation). So you see no country going all out for alternative generation.

What less efficiency. Do you know the efficiency of thermal power plant?

What do you have to do with efficiency when You get a pollution free electricity at a lower price?

This is only the upfront tariff calculated by NEPRA.. it's validity is only for two years.. It will be revised after one &half years.. It may increase or decrease.. For example cpec coal plants upfront tariff was 4.5 cent first .. Now it is about 8.5- 9 cents & Solar power plants upfront tariff was 14-15 first, revised to 11-12 now..

There's a reason for that. The banks in UAE are sending emails to their clients that since UAE has signed the agreement with OECD to curb tax evasion and money laundering, the banks will perform periodic reviews of their customers to confirm if they aren't involved in tax evasion and money laundering.
So its obvious that Pakistanis, the third largest investors in the Switzerland of Middle East, would start withdrawing their money.

The price claimed by CM Punjab seems to be somewhere around or 5.41 Rs/5.15 Cents for new 200 MWs recently signed. Almost as competitive as hydal
