There is not much differance between 20 kW and 150 kW lasers in design. If you can produce a laser in a few kW scale then the rest is same. The important treshold is that a few kWs of power. This is the point that you need to solve some complicated thermal and optic problems. The hard part is done, rest is easy.

Guys I remember those days which our country's most powerful monochrome solid state laser was 700+ watts ndyag laser at Latarum. I know our country's most talented experts on this field and I am pretty sure that some of them or their students at the old times worked at this project. (I can count some of them as my mentors) Those experts are working very very hard and they are continuisly producing new technologies with very limited resources for a long time. So; please do not compare them with a country which spends eextreme amount of money for a very long time. Actually right at the moment we are one of the best countries in laser applications.

multimode laser power is large, but the beam quality is poor

so difficult to single mode fiber lasers to 20kw
the technical community generally agreed that the upper limit of single mode fiber laser is 10kw

and Turkey has developed 5kw single mode fiber laser

Turkey Unveils Star Wars-Inspired Steel-Penetrating ‘Superlaser’ Gun At IDEF 2019

Turkey unveiled the prototype of a new Star Wars-movie inspired steel-penetrating "Superlaser" gun at the recently concluded IDEF 2019 defence exhibition, at Istanbul, Turkey.
The Rifle Mount Laser (TÜMOL), developed by engineers at the Scientific and Technological Research Council of Turkey (TÜBİTAK), can be mounted on Turkey's first locally designed and produced assault rifle, the MPT-76.
“It turns electricity into laser light. It has a very high effect at a short distance. Doesn't make a sound. Can be seen with an infrared camera. It can penetrate steel on the deck of a ship at a power level of 20 kilowatts,” Mustafa Varank, Industry and Technology Minister, was quoted as saying by Daily Sabah.
The weapon can neutralize a target at a distance of 150 meters, can damage a target at a distance of 250 meters and has a deterrent effect of up to one kilometer, depending on weather conditions, he added.
Having a power level of up to 500 watts and a destructive laser light, the TÜMOL can be used effectively against many different types of targets, from handmade explosives to drones, according to the minister.
