Israel has sold 3rd party accessories for the f-16 and domestically manufactured subcomponents to other countries, why would Turkey be any less than Israel.
There are two reasons.
1- Turkiye-USA relations are in a state of rupture. Efforts are being made to prevent an armed conflict in the Syrian field. Armenia will be added to this in the near future. The situation is that bad! The governments in both countries are delaying solving the problems. But after a point, solving the problems cannot be delayed any longer. If no solution is found, the two trains will collide. As part of this delaying strategy I've been talking about, Turkiye will now refrain from doing things that would anger the USA. It's like inviting Pakistan to the Özgür Project.
2- You do not earn the real big money from the platform in the sale of aircraft or any platform. You earn real big money from the ammo used by the platform, also another big modey source from the maintenance services provided to the platform. Özgür Project paves the way for using non-USA produced ammunition and services in F-16s. Here, there is a situation far beyond the small spare parts provided by Israel.
Because the USA control over the Turk F-16's is coming to an end. Since the Turk F-16s are at the end of their service lives and because of the strategy of delaying solving of problems that I mentioned at the beginning, the USA hardly tolerates this in Turkiye. But USA certainly does not allow it to be applied to F-16s in other countries, and USA reacts harshly.
In summary, small repair materials sold by Israel do not constitute a major financial loss for the USA. Also, Israel is spoiled by relying on its relations with the USA. Turkey's Ozgür Project is not like that. The potential earning money damage to the USA is much greater, and Turkiye-USA relations are extremely fragile right now. Therefore, Turkey does not invite Pakistan in this project.
I think for this reasons Pakistan made a big mistake by not participating in the TFX Project.
