Contradict? No at all, Turkish offer is good and being in consideration for a long time but they dont have sound financial backer to backed up the multi billion US dollar deals at one, so thats why Indonesia ministry looking up for possible financial international backer from German. Indonesia itself dont have banking institution to backed up foreign Arms deals in large scale as we just formulate the law recently.

Afterall we are not cash rich sheikh like UAE, saudi or Qatar
