.

Most likely roadplan, hoping to achieve it in a shorter period with foreign help (direct acquisition of 1-2 systems, rest follows later).

.
It's not hard to put more fuel into a rocket. What's important is the sensor and guidance to target. We need Aselsan to finish the long range radar and data link before progressing any further than the "O" model.

It is not also simple, to place only ‘a missile’ in tandem with a first stage solid propellant booster motor. On the contrary :

“Aster 30 is capable of reaching speeds of Mach 4.5 while reaching altitudes of 20 km and is capable of performing aerial manoeuvres greater than 60 Gs giving it a very high degree of manoeuvrability. This is thanks to the combination of aerodynamic control and the direct thrust vector control called "PIF-PAF". Thrust vectors are intentionally located at the missile's centre of gravity maximising responsiveness.”

Similar this :

“This system also prevents a rupture of the missile under high-g maneuvers during trajectory corrections, and allows such maneuvers to be performed without losing aerodynamic performances, improving the precision of the impact on target. A standard launch of the Aster can include 90-degree trajectory changes. Eurosam describes Aster as a "hit-to-kill Missile Interceptor".”

Does not even mention the superior ability Exo-atmospheric kinetic kill vehicle (Lightweight Exo-atmospheric Projectile) such as ‘RIM-161 Standard Missile 3’ (THAAD, Arrow 3).
