Turkey's SSM has decided to abandon its plans to buy an off-the-shelf system for its T-Loramids surface-to-air missile program and is now seeking to co-develop a SAM system instead.

Turkey now hopes to co-develop a new SAM system with one of the four T-Loramids bidders

Its been posted before bro, Turkeys SSM change the requirements for the project and now demands 50% local input of the bidders, Which means the Chinese and Europeun SAMs have the best chanse of winning IMO.

Turkey has decided to abandon its plans to buy an off-the-shelf system for its T-Loramids surface-to-air missile (SAM) programme and is now seeking to co-develop a SAM system instead.

Local and foreign defence industry sources have informed IHS Jane's that Turkish Prime Minister Recep Tayyip Erdogan used his influence on the Executive Committee (EC) of the Undersecretariat for Defence Industries (SSM) during its 3 January meeting to abandon the USD4 billion purchase of 12 SAM systems in favour of the development of an advanced SAM system between Turkey and one of the bidding companies.

To the surprise of many, Turkey failed to pick a winner for its six-year-old T-Loramids SAM project during the 3 January meeting of the EC, the top decision making body on arms procurement - chaired by Erdogan.

The SSM and the four foreign bidders in the T-Loramids project are now working on the details of a co-development model, although none of the parties would provide a comment on the details to IHS Jane's .

It isn't that simple (%50 input)(I think). Turkey cancelled/abondoned the program and preparing a new bid for institutes which joined into tender.

According to sources, Turkey is going to DEVELOP Long range SAM with collaboration of one bidder. Most probably, Intellectual and property rights of the final missiles developed (Even If the missile is a derivation of one bidder offer) blongs to Turkish institutes. We will see....

In direct order project model, The meetings were helding among government to goverment so The desicion to be taken would be under influence of NATO blocks. You know Sources typed it USA openly warn Turkey to order one of NATO missile system so If The program proceeded like that, The winner will be %90 Patriot PAC-3+.

New tender bid will oblige institutes to collaborate Turkish institutes to develop a new derivation of original one which intellectual and property rights belongs to Turkey and will be used/exported at every country Turkey demands without meeting any restrictions(I think.. based on sources).

It was known that China is willing to share technology of FD-2000 system with Turkey. With changing situation, I think China became the number one bidder who close to get the winner If Raytheon doesn't agree on sharing the technology of Patriot missiles to develop Turkey's own equivalent (They share their expertise to develop Israeli Arrow missiles but I don't suppose They accept givng critical tech for Turkey). EuroSAM Aster solution is also accepted tech. trasfer as well but They can't cope with Chinese cost-effective critical part technological collaboration solutions...
