Yup, that's always a good alternative to have. But putting a tactical nuclear warhead on a terrain-hugging cruise missile has its own adtavnatges; like low probability of intercept by long-range SAM and anti-ballistic missile systems.

USA for example has all kinds of intercontinental ballistic missiles, but they still can (and do) put nuclear warheads on Tomahawks, namely the W80.
