Turkey Reaches 'Clarity' in Air-Defense Race

ANKARA — Turkey’s top procurement official has said that Ankara has reached a “certain clarity” in its pending decision on a multibillion-dollar contract for the construction of the country’s first long-range air and anti-missile defense system.

“We are reviewing several parameters," said Ismail Demir, head of the Undersecretariat for Defense Industries (SSM). "We want to make a decision without a further extension.”

He said that the negotiations with contenders over the contract were held up by technical reasons, not because Turkey was stalling or had changed its mind.

Demir said a reversal in the procurement is out of question, but the talks have moved beyond initial price-point or technical-requirement discussions to the parameters of “what can we do with whom and with whom can Turkey have long-term cooperation.”

“In this procurement process, Turkey wants several of its actors in the industry to get involved, get into partnerships when necessary and gain maximum technical competence while working with foreign actors,” he said.

But one senior government official said that an imminent decision on the competition was unlikely “before a new government has been formed and started to function properly.”

“The [current] interim government will not make a decision on the contract," he said. "Don’t expect a decision before a new government has taken over."

Turkey has been ruled by a caretaker government since indecisive elections results on June 7. New parliamentary elections will take place on Nov. 1.

In September 2013, Turkey selected China Precision Machinery Import-Export Corp. (CPMIEC) for the program dubbed T-LORAMIDS. But, under pressure from its NATO allies, Turkey also launched parallel talks with two western rivals: a partnership of Raytheon and Lockheed Martin, maker of the Patriot system, and the European Eurosam, maker of the SAMP/T. CPMIEC’s offer was at $3.44 billion.

“Talks with all three contenders are continuing,” the senior government official said.

Turkey made a big mistake. They should have bought the PAC-3 system which US was withdrawing. AS Chinese and Russian system might not be integrated well.

Turkey need the know-how, now purchasing from the shelf.. anyway, there would be any danger to turkey anytime soon.. They got hundreds of f16 in case..

Mate, i don't know if you watched that recent panel that has been hosted by SETA. Panelists were Head of SSM, high profile managers from Roketsan and Aselsan, 2 defence experts.

All they talked about was "Protection from ballistic missiles", also they said deal with China going slow because although Chinese in principal agreed upon ToT, they are discussing the ToT of every sub-system. From propulsion to data link.

Another thing that got my attention is, Ismail Demir said "We are in no position to say "Wait 10 years, we are going to develop a system that will meet your standards" to army. We have to meet army's needs."

I think soon(6 months at most), they will shake hands with Chinese. Deal lasted so long because of the bargain of ToT.

we need more to be frank.
Because Russia and Israel.
If Turkey would have those missiles by now, Russia would never risk to go to Syria.. Its an important weapon.. By having it, you can easily help FSA to shot down Russian jets.. Turkey should get this tech ASAP, but purchasing it from the shelf, doesnt really change anything, because you cant really rely on some missiles..

Turkey had needet it by the start of the syrian Crisis to establish a no fly Zone over northern Syria, Assad had no Air Superiority and even ISIS could not establish a Zone in northern Syria !

Turkey could keep the air superity with its f16 working together with US airforces.. No fly zone is especially against Jets, but we are talking about anti ballistic missiles.. ;)

yeah except, I don't think any system in this tender is enough to stop a russian ICBM with nuclear warheads.

I'm afraid our only defense in a nuclear war is NATO's collective response.

But I don't think tensions will ever rise that high.

If I got it right, you are suggesting giving Syrian rebels HQ-9 long range missile system to shoot down Russian jets? Are you kidding? What's next? Giving them DF-31 ICBM to target Moscow occasionally? Cool idea actually.

Alone by deploying LR SAM near the syrian Border we could engage Assads Jets in northern Syria.
