Can you blame them? When Turkey defended its airspace from Russian violations, NATO and especially Greece basically forced turkey to back off. Greece and Germany in particular backed Russia, with Greece openly backing Russia with Germany questioning Turkey.

Germany backed Turkey, but at the same time wanted deescalation.

NATO certainly backed Turkey. Since Turkey did not invoke Article 4, they are handling the negotiations.
