^ IAF had a choice of six fighters. They had some 643 parameters on which they tested these birds. They did NOT like four of them. Three out of these four were the cheapest ones, viz., Mig 35, F-16 and Gripen. These three were booted out of the contest.
IAF found that two platforms meet their criterion. These two aircrafts that were downselected viz., EF and Rafale were the costliest out of the six. Now, which one chose out of the two was decided by who quoted how much and how much ToT were they willing to do. (Yes, IAF's personal choice and capability of the platform may have had some effect on the deciscion making of the MoD)
Conclusion - Your argument is totally bizzare given that these were the two costliest weapon platforms out of the six offered to the IAF.
