PESHAWAR: Chief of the outlawed Tehreek-i-Taliban Pakistan (TTP), Mullah Fazlullah, resides in an area of Afghanistan where the Afghan government has no control, said Afghan Ambassador to Pakistan Dr Omar Zakhilwal.

Mullah Fazlullah has been in hiding in Afghanistan since he fled the military operation in Swat in 2009. He has continued to live in Afghanistan after becoming the head of the TTP following the killing of his predecessor Hakimullah Mehsud in a November 2013 US drone strike.

Pakistan has on a number of occasions in the past demanded of Afghanistan to hand over Fazlullah, but Islamabad’s pleas have gone unheard.

Talking to media at the Afghan consulate in Peshawar on Thursday, Zakhilwal said that the current environment is conducive for talks between the Afghan government and the Afghan Taliban.

The talks would take place "soon", he said, but did not mention a specific date.

"All stakeholders want to start negotiations... and this time the result of talks will be positive," Zakhilwal said.

The Afghan envoy said some miscreants remain on either side of the border who create misunderstandings between Pakistan and Afghanistan and do not want good relations between them.

He thanked Pakistan for hosting millions of Afghan refugees for decades but also criticised the alleged harassment of refugees at the hands of Pakistani authorities.

"We can tolerate everything, but the insult of refugees is not acceptable... they cannot be kept in jails before the Pakistani government registers them."

Pakistan will host the first round of direct peace talks between the Afghan government and Taliban factions and other insurgents likely to be held this month.

The fourth meeting of the Quadrilateral Coordination Group (QCG) on Afghan reconciliation in Kabul on Feb 23 agreed on the venue for the dialogue, but stayed short of announcing a date.

The QCG comprises Pakistan, Afghanistan, China and the United States. The four countries have been working together to revive the peace dialogue that stalled last year after it was revealed that Taliban chief Mullah Omar had been dead for over two years.

Pakistan had hosted the inaugural round on July 7 and was set to host the second round when that initiative, dubbed the Murree Process, faltered.

The immediate objective before the Afghan government is to avoid the launch of Taliban’s next spring offensive.

Last year was the bloodiest since the UN began documenting civilian casualties in the conflict in Afghanistan in 2009. Some 11,000 people were killed and wounded in insurgency-related violence last year.

And he will continue to live there unless Pakistan herself takes him out. Till than Pakistanis will keep enjoying his terrorism while he lives comfortably and rather with impunity in Afghanistan.

Pakistan should seriously think about launching a covert operation to capture or kill him...actually, just kill him. Much like OBL, Fazlullah is far too dangerous to be kept alive.

and on other hand Afghan government did not miss a chance to blame Pakistan for everything that happens in Afghanistan due to their own negligence. However, the subjected threat is to eliminated ASAP as a want of time so also as necessity to bring peace.

Afghan forgot for a while that even their past all time weather friend is now supporting Taliban to the some extent to return the favour of US (heard). In the meantime, India is fully operating her ops for utilize every source against Pakistan as well and formation of QCG has become another pain for India.

A little more hard work and surveillance by US/NATO will be helpful to apprehend Fazlullah as well like the same did to Medhsud in the past. The coalition forces may pay a little attention the this guy, Fazlullah will be found within those safe houses or in hospitality of our neighbors. It would be better to close this chapter ASAP for the peace though someone wouldn't want it to be like this but truth will be prevailed. He is a living threat and if QCG want to succeed then should eliminate or get this kind of proxy first that will never let the peace talks to be succeeded. Whenever the process for peace talks starts, the unwanted incidents happens too often which is almost carried out by these groups that do not wish a peaceful Afghanistan/Pakistan and region. Afghanistan needs to pull out herself a little from Indian camp, there will be more peace indeed.

I believe our boys are on it but seems like he is well secured location or changing locations frequently, probably in northern Afghanistan where a lot of anti Pakistan groups working.

Yup Intelligence is to blame. IS can trace Baitullah Hakimullah Ilyas Kashmiri and all kind of crackpots inside Pakistan But Pakistan cannot track Fazlullah in Afghanistan to take him out.
I bet this shitload will be taken out by US drones as well one day.

Its solely our intelligence agencies responsibility to track and hunt such terrorist where ever they live.

Afghans sadly dontbhave the resources to take them out.

And we Pakistanis are fed day and night that all these elements are protected by Afghan government like they r liking in kabul :mad:

Pakistan always has maintained that Fazal Ullah was in Afghanistan but without the permission of Afghan Govt it cannot operate inside Afghan territory.
The point here is that when Afghan government is openly admitting that they do not have writ there, why can't Pakistan work with Afghan government to take Fazal Ullah out. I don't see a reason why not.

I don’t have any problem with your “joke” if the area in question was different then I would have liked it but a little education is in order. For the greater good of the “innocent readers who half read and half understand things and then accept them as Gospel.

Fazlullah & his forces recides in Kunar and Nooristan. Which is, last I checked, under the control of Penjsehri forces of Northern alliance. It’s the same place where Indian erm “cultural centres” and field hospitals also exist near the borders. I doubt Indians can continue their “development” work in an area where “good taliban” will have hosting rights instead of the Kabul regime.

Its the same place from where the infiltrations take place and the TTP got fire support in the past against Pakistani check posts. During the North waziristian offensive, the Pakistani gun positions came under mortar attack from TTP and the radio chatter of TTP suggested some “professional support” in coordinating and moving the fire to target something a regular field artillery does through its FDC (fire direction control). For record, there were no losses and the reporting battery commander got air support to take out the hostile TTP mortar team.

I am not discounting the presence of “Good Taliban” in this area, they do operate here though conducting harassment attacks and ambushes but they are hardly in the position of “hosting” anyone.

So I don’t think your “good Taliban” jibe will work here.
