Taiwan refers to just the island nation, not to a province of China. Official recognition is part of geopolitics but it doesn't change the actual facts. Liaoning has never docked at Taiwan because Liaoning is not part of Taiwan's navy.

TPP in many ways was meant to contain china’s expansion and influence. Similar to how the WTO and military agreements like NATO was meant to contain the Soviet Union and force them inward, which eventually led to the collapse of the Soviet Union. China has already stepped in to fill the void left by Trump pulling out of the TPP. He should’ve fixed what was wrong with TPP but an outright withdrawal given the expansion of China and India is just foolish.
