Possibly but because there is no consensus on any ones version of LAC, its difficult to say. But there are no PLA structures on Indian side. Transgressions happen, but people saying they have build camps and are not moving out is without evidence.

It happens because we both have different versions of LAC and if the patrolling parties reach at the same time, there is scuffle. Both parties either back off or the existing mechanisms are used on a higher level to solve it.

Yesterday I saw a tweet from a guy sitting in forest of Uganda saying that satellite images he has shows clearly that Chinese did not make any incursion in Indian territory. If I find the tweet I will forward it to you and then you can post it everywhere as a proof.
