Interestingly the IC is a simple stepper motor driver with the associated DAC, both from an obscure japanese firm.
(I can't post links yet, sorry!)
The one with more pins and without any identification letters/numbers must be a uC. I wonder which type; really would want to know.
We can conclude this is a simple driving board for the flaps, etc.
It's also interesting to see that the US is using such simple electronics there.
Edit: Sorry. Hadn't seen tyrant's post. Anyhow, the 'blurred' chip should be a ubiquitous uC.
