Yah, they may have to do it in stages...the investment density to close down to do one off segregation + upgrade (of track infra and signal infra esp) is not found in the current climate and definitely not without major investments + production experience first in the many corollary industries and services that @bluesky has mentioned in the main thread ongoing.
