"Tibetans" in India, still the same or just Indians now?

I don't think the Tibetans in Tibet have abandoned their languages and customs to the extent that you describe here. Sure, lack of Chinese bureaucracy and languages may be a hindrance to these folks, but they are expected. The very reason why these people became refugees in India in the first place was because they didn't want Chinese suzerainty over them, innit?

Fair, they haven't completely abandon it, to say they have is wrong. As to "refugees" in India, that was a day gone by, back then it would be foolish not to run, even to India. But today it would be foolish to leave. Now some still do, there are bound to be those people in every country. Indians are not a small population outside of India.

But years of Chinese education and pop culture means that they identify more with China, wouldn't you? The religious fanatics more or less left with the lama, so today, a moderate crowd is left and a lot of them is open to new things. Tibet is experience 12% growth, with in a decade it will be a very prosperous place, at least relative to other South/Central Asian nations, but it more or less is already so now, just not all of them.
