Or are the elevators just blocking the lower nozzle?

the thruster does seem to be directed. this could be test mode also to divert the thrust

Its not tilted downwards. Thats just how the light is reflecting on the top right portion of the nozzle, giving it an illusion that its not pointing straight back, but it is.

Is it me or Engine Nozzle is really tilted downwards. That's what I noticed as I watched the video for first time.
The engine nozzle on JF-17 can open and retract like the F-16s, In close configuration it looks as if pointing downwards. What's impressive is that you see all that thrust in dry run.
