Thinking out of the box for a moment...The real culprits are almost certainly the current PDM regime. They have always used the police/rangers to do their dirty work and most likely have set up a special force that imitates ISI or whatever to make it look like it was the establishment who is doing all the dirty work. Just look at how they tried to shut down ARY and Bol for speaking against them and even got Asrshad Sharif and Sabir Shakir removed from their jobs.
Maybe the public has been mislead into believing the army/ISI is the culprit but the stupid press talks of the DGISPR at all the wrong times still points to establishment sadly.
