Thirty brigadiers promoted as major generals

Selection board held under the chairmanship of General Raheel Shareef, promoted thirty brigadiers to the post of major generals. This is the first promotion board under the chairmanship of Gen. Raheel. The next promotion board will hold in April, in which promotions of colonel to brigadier will take place.

The promotion powers in the hands of the chief of army staff had made him a very powerful in the army. Long time, it has been debated that promotion powers be shifted to chairman joint chief of staff, so that there would be a balance of power in the army ranks. Pakistan has still to go a long way to adjust this power set up in the army.

Promotions in the Defence Forces the world over are based on seniority together with the officers' Annual Confidential Reports. The ACRs are vetted by a board of officers presided over by an officer of higher rank. The recommendations of this board are then sent to the government for final approval.

The Chief though is Chairman of the board for promotions to Maj Gen and above ranks he has little say if the board arrives at their recommendations after thoroughly vetting the ACRs and the seniority of the officers concerned.

Does Pakistan have a different system where officers are promoted on the whims of the Chief? I don't think so. Therefore, why make such an issue about this? It is part of normal procedure, whether Shareef is the Chief or not!

The only exception is the nomination for the Chief, which in Pakistan, has the blessings of the PM. Here an officer can be superseded and his junior made chief. But not in India!

The whole problem starts with the selection of the chief of army staff by the PM. Which in India,(the chief of army staff) is a seniority based promotional post (no selection). In Pakistan selection of the army chief by the PM starts the power game. This creates the rift in the whole of the army's power structure. You are right, this is the main bone of contention. Unless and until, this is not solved, nothing is going to work.
