This seems like a plan concocted by looking at the map and not the actual rivers. I've seen these 'rivers' and they are no substitute for the water that the Indians can block.

If it were a game worth playing, we'd have been played it a long time ago. Blocking these two large streams would give India plenty justification to block our actual reasons.

If we want to secure our waters - we'll have to do it by securing Kashmir. Physically or diplomatically.

India can block Chenab if Pakistan blocks Indian rivers. Moreover, the rivers you mentioned are very small and mostly flow back into Pakistan. If Pakistan blocks these rivers, India will get more legitimate reason to block about 15-20 million acre feet of Chenab from flowing into Pakistan.

We already have dams in Kashmir, revoking article 370 doesnt help with it in any way.

There is no need for us to bock Chenab. Just divert the flow of Ravi, Sutlej and Beas which as per IWT we can do.
Pakistan has been getting the water of these 3 rivers for free. We have the right to utilise these 3 rivers in anyway we want. They can be used to water Rajasthan where water is naturally scarce.
And for electricity, utilise Indus, Chenab and Jhelum as we have the right to make run of the river dam to generate electricity which doesn't restrict the flow of water.
