Bureaucrat Zarrar Haider Khan caught stealing Kuwaiti delegate’s wallet suspended

Zarrar Haider Khan, joint secretary of the Ministry of Industries and Production and a BS-20 officer of the state bureaucracy’s elite Pakistan Administrative Service cadre, has been suspended from service on disciplinary grounds after he was caught stealing.

The disgraced officer had caused embarrassment to the country after being caught on closed-circuit TV camera stealing a foreign dignitary’s wallet and pocketing it.

The dignitary was a member of the Kuwaiti delegation which was visiting the country to discuss investment plans in Pakistan. Sources said the theft was caught on CCTV after members of the Kuwaiti delegation lodged a strong protest.

In the six-second leaked video clip, which also went viral on social media, the bureaucrat could be seen lifting the wallet from the table and putting it into his pocket at a time when the Kuwaiti delegates and officials of the ministry had left the hall of the Economic Affairs Division after their meeting.

The issue came to light when a member of the Kuwaiti delegation lodged a complaint with Pakistani officials regarding his missing wallet, which reportedly contained a significant sum of Kuwaiti dinars.

A search was conducted in the ministry and all rooms and offices were combed. Even lower grade employees of the ministry were quizzed and physically searched but nothing was initially found.

The footage captured by a CCTV camera installed in the hall was examined later, which revealed that the theft was committed by the senior officer. When the officer was approached, he first denied his involvement. However, when the CCTV footage was shown to him, he produced the wallet, the sources stated. When the Kuwaiti officials were informed of the recovery of his wallet, the delegation asked the authorities to provide them with the identification of the culprit.

The Pakistani officials initially showed reluctance and assured the guests that legal action would be taken against the person. However, the sources said, it was on the insistence of the delegates — who were extremely angry over the incident — that Pakistani officials divulged the individual’s identity and shared the CCTV footage.

So far, no complaint has been registered with police.

Sources in the ministry said that an internal inquiry was in progress against the bureaucrat and further action will be taken keeping in view its recommendations.

If an administration or govt., knowingly allow any sort of mafiaism to flourish in Pakistan, that administration /officer /govt. is also traitor by definition.

If any state buckle down to any black mail, (incl. minority BS) that state loose it's legitimacy.
If such a state continue to function, than nationhood is history. This is exactly what happened to Pakistan. Which is no accident! it's all engineered, by alliance of our foe states !!!

the inquiry should be public and shared immediately without any need to settle political scoring to appease our Arab brothers by dragging in Iran just because there is an enmity among them since the recorded history which even Islam couldn't erase.

Everyone is surprised that how a senior officer of grade 20 can drop himself to such a low level that he will steal wallet of a member of the visiting Kuwaiti delegation and risk his credibility, service and reputation as well as bring bad name and shame to the country. Mr. Zarar Haider, an officer of grade 20 in the Economic Affairs Division is named and shamed as a ‘pickpocket’ but there is something more astonishing revealed during preliminary investigation by a premium *intelligence agency* of the country.

According to the sources, considering stealing of the wallet something unusual and beyond comprehension by such a high ranking officer, the authorities started to find some reason or logic behind the apparently a very cheap attempt by the senior officer.
Sources revealed that during brief investigation of the incident by the officers of the intelligence, the accused officer Zrar Haider confessed that he did it to place a detective electronic device in the belongings of the visiting delegation at the behest of the intelligence of a neighboring Muslim country which is currently having tense relations with GCC members.

The officer has been working for the neighboring Muslim country for quite some time, however further details are yet to be investigated.

The device would give location details, movement details as well as hearing of the surroundings of the holder.

Zrar Haider was also tasked by the intelligence of the neighboring Muslim country to provide details of the recent interactions of Pakistan’s financial teams with Saudi Arabia and UAE.
Initial investigation of the incident has worried authorities about the ingress of foreign intelligence within Pakistani bureaucracy. There may be a network of the officers working for some other countries. It has been decided that the incident will be taken seriously and further investigations will be conducted.

Can you share who forward you or where this above report publish. Also , this bastard walk away with wallet. He suppose to quickly install the chip inside the wallet and walk away. And what chip can do if you install inside the wallet. A listening device? a listening device inside the wallet is not possible. A tracking device. If its tracking device , why someone need to track down the delegate , when everyone knows his schedule . This is unacceptable, Kuwaitis had no right once they were assured that action would be taken against the culprit. The Kuwaiti sheikh got his wallet back after that he should have been shown the way out for his arrogant behavior and disrespect for our legal process.

And why the fck these Kuwaitis were invited in the first place. They are not friends of Pakistan and Pakistanis.
