Nobody will give consular team access to a spy who was caugth... would be foolish. Nobody believed it ? then what ? nothing... who care ? When you know that many countries want Pakistan behaving as they want for their own purposes, what do you expected from them ?

You both should decide among yourself where Pakistan was/will be sanctioned?Both are contradicting each other.
Russia is even bigger market, still US put up sanctions against it.
