It is true. It did not make news because Vietnam is not China, so they do not enjoy the special treatment that “international community" reserved for China. Remember, sometimes the thief cries "catch thief" louder than anyone else.

Here is what they did in one of 30-40 reefs (China has 8) that they occupied in SCS. Please note the time of 2011. China started on 2014.
