Latest figures shows 60,000 Chinese in Pakistan. Vast majority are there temporarily for CPEC. The figure you have stated of a million is false.
I think Chinese looks at it from this perspective. China respects the right of Pakistan to conduct independent domestic policy and same goes for other nations. China respects the rights of Pakistanis within China within the framework of Chinese laws. China also thinks Chinese in Pakistan should follow Pakistani laws. China has the right to conduct independent domestic policy for itself. This is the approach Saudi Arabia is taking as well (recent event with Canada).
If other nations dictate domestic policies of China, are they not acting in the fashion of an imperial power? (from the perspective of China) especially when this is the force of an international organisation.

I understand some Muslims are passionate about the Ummah, it is a manifestation of political Islam. When one shares this brotherhood with other Muslims
, they must also share it with certain people that participate in distasteful and illegal behaviour. With people like this saying they are Muslims in China (American Muslim). How do you think the local population would feel? Should China blame Pakistanis or American Muslims for this man (Chinese don't blame Pakistan)? or is he doing it out of his own act? If one wishes to undertake something, one must also take responsibility for the consequences such as this man's behaviour. People like this makes Chinese think Ummah fanatics are dangerous people. Do people think it is right for China to enable mentality similar to this man?

@Indus Pakistan mentioned before, Pakistan and a border-less concept such as the Ummah has certain contradictions that leads to others feeling uneasy and also problems domestically within Pakistan.
Simply put, different values brings differences in interpretation and this could lead to conflict if improperly managed. As the saying goes, "good fences makes good neighbors". Boundaries of interest needs to be set for development to happen. This was also a fact that people around my region in China had to realise to develop economically. Traditionally people in Manchuria had a saying "whatever is mine is yours" this works both ways and people were hospitable to each other for survival in the tough climate but people found this won't work to develop a modern economy, without boundaries relationships complicate and disputes arose that prevents development.
