To begin with, India was never a unified nation until the British Raj came and group it (470 chieftain districts, kingdoms, etc together with Iraq and Burma as one administrative district. Today by virtue of that agreement, it is still a loosely tied union of independent states. That is why Pakistan, Bangladesh, Nepal, Bhutan, etc are Independent nations. The ocean belongs to India as a subcontinent and not as a nation.
So rightfully who should claim it? Kerala or Tamil Nadu?

The reality today is China has fortified those island and even militarized them, what can South Vietnam or Philippines do about it? The truth is absolutely NOTHING!

The truth apart from USA, no nation can ever hope to fight a war with China and survived in China's own backyard.
