1. For holding a referendum in kashmir....pakistan has to vacate the P.O.K (so called Azad Kashmir)
2. Indian troops has to takeover the P.O.K (so called Azad Kashmir)
3. And India will conduct the referendum in whole kashmir and let the people to decide.

But the problem is....pakistan wont vacate P.O.K (so called Azad Kashmir)
