They weren't, not in representative numbers. The few who did win were promoted by the-then big tent party with the message that all religious persuasions should be acceptable. This did work, before caste became a consideration.

You need to remember that the genie was let out of the bottle by one of those unscrupulous Indian politicians who have been the biggest enemies of India, like Advani, far bigger enemies than the entire Pakistani army of two-star rank and more put together, or the entire Military Commission of the PRC.
