The satellite reveals: Ethiopia's dam on the Nile is starting to fill up
Pictures from the European Space Agency show that a reservoir of the revival dam has started getting water, but this is probably due to the start of the rainy season and not the government decision in Addis Ababa. However, the last round of talks with Egypt and Sudan also failed, and the chances are high that the project will be inaugurated without an agreement.

New satellite images released today (Tuesday) show that the reservoir near Ethiopia's controversial Blue Nile Dam is starting to fill up, but it is estimated that this is due to the rains and not a government decision. Ethiopia, Egypt and Sudan said their last round of talks ended yesterday without consent. Ethiopia has not yet commented on the satellite images.

Ethiopia has stated several times that it will begin filling the reservoir of the $ 4.6 billion large revival dam this month, with or without an agreement. However, William Davison, of the International Crisis Group, said that in terms of the photos, taken on July 9 by the European Space Agency, the reservoir filling appears to be a result of seasonal rains, and not a direct result of the dam's inauguration.

He said there was no known official announcement by Addis Ababa of the end of the project, which worries Egypt and Sudan, who fear damage to their water sources. However, he added that Ethiopia does not exceed the schedule it set for the start of the water dam in the middle of the month, when the rains will flood the Blue Nile.

The failure of the last round of talks reduces the hope that an agreement will be reached before Ethiopia begins to fill the reservoir. The country sees the huge dam as a critical opportunity to get millions out of poverty and become a significant energy exporter. Downstream, Egypt, which depends on the supply of the Nile, claims the dam is an existential threat to its one hundred million citizens.

Years of negotiations, including US-mediated, ended without a solution. Experts fear that the start of filling the dam without an agreement could lead countries to the brink of war. The three countries have agreed to send their reports on recent talks, which included observers from Europe, to the African Union, and to reconvene within a week to determine the next steps.

"Although progress has been made, there is no agreement," said Ethiopia's Minister of Water, Irrigation and Energy Slashi Bakala.

Egyptian Foreign Minister Samah Shukri has warned that Cairo may appeal again to the UN Security Council to intervene in the dispute. Ethiopia opposes this, and it prefers the mediation of regional bodies such as the African Union.

"Determined to reach a solution"
Between Egypt and Ethiopia lies Sudan, which is expected to benefit from the dam thanks to cheap electricity and flood reductions. However, she fears the dam will hit her small dams, which depend on the amount of water that comes downstream each day.

Sudan Irrigation Minister Yasser Abbas said at a news conference yesterday that the parties were "determined to reach a solution", but that technical and legal disputes remained over the filling and operation of the dam. He said more important are the questions of how much water Ethiopia will release in the event of a long-standing drought and how the countries will resolve disputes in the future.

Hisham Kahain, a member of Sudan's negotiating team, said 70% to 80% of the negotiations deal with the question of whether the agreement would be legally binding.

The filling of the dam is not determined by satellite images of the breadth of the river in front of the dam .. but by the amount of water passing from behind the dam that has not been retained (and which has not yet been reduced)

This accumulated water is temporary and is drained naturally after the end of the rainy season, as happened in 2018 and 2019
