The Raheel Doctrine

Trias politica is the doctrine of separation of political power. The doctrine of trias politica gave birth to Montesquieu’s tripartite system of “separation of power among a legislature, an executive and a judiciary”. The doctrine of trias politica prescribes a certain model of governance and the doctrine itself goes back to the 18th century (at least). Fast forward to 1971, when we embraced the prescription prescribed by the doctrine of trias politica. Fast forward to the 16th of December, 2014 when brutal murderers martyred 132 students at the Army Public School in Peshawar. To be certain, our doctrine of trias politica is diseased and the Army Public School tragedy is a symptom of that disease. Remember, a symptom is evidence of disease.

The Raheel Doctrine, born in the vacuum created by a diseased trias politica, is laying down the general contours of an alternative model of governance. In December, the federal government was forced into drafting a 20-point National Action Plan (NAP). In January 2015, ‘apex committees’ were formed at the federal as well as at the provincial levels.

The modus operandi of this hybrid apex committee-based model of governance starts out by taking ruling politicians onboard. In Phase II, the rulers are ‘advised’ to change course; to separate militancy and politics, for instance. The ‘advice’ is followed by a lag. And if there is no change of course there’s unilateral action. For the record, the raid on Nine Zero took place on March 11, several weeks after having been ‘advised’ to change course.

On May 16, Lieutenant-General Naveed Mukhtar, V Corps Commander, addressed a seminar and for the first time hinted at separating corruption from politics. On June 4, the Sindh Apex Committee met and the political component of the Committee was ‘advised’. For the record, the raid on Sindh Building Control Authority (SBCA) took place on June 15.

By July, the lag between the ‘advice’ and ‘action’ had shrunk. On August 25, the COAS was briefed on Karachi and Dr. Asim Hussain was arrested the following day. In the post-August 26 period it became clear that the architects of apex committees had moved from arresting culprits on List B to constraining offenders on List A. At the same time, the ‘targeted operation’ in Karachi had gone ‘comprehensive’; from ‘terrorism’ to ‘corruption’.

General Raheel Sharif has two constituencies: army rank-and-file and public opinion. Right now, the general is on the right side of rank-and-file and also the ‘most favourite’ in public opinion. The two strengths behind the Raheel Doctrine are: the institutional vigour of Pak Army and the personal popularity of General Raheel Sharif. The weakness: the law. It has been nine months and the apex committees are yet to be notified. Imagine: the committees have no TORs.

White collar crime is difficult to catch in the best of environment – we have an environment where everything is actually in favour of the white collar criminal. Please mark my words: NAB will fail to frame the proper charges even if the Rangers arrest the devil himself. On top of that, the conviction rate at our Accountability Courts is five percent while expectations behind the Raheel Doctrine are sky high. To be certain, the consequence of these two factors will be disappointment on a national scale.

Under the diseased trias politica Pakistan had lost territory to the militants. Under the diseased trias politica we had lost 60,000 Pakistani lives. Under the diseased trias politica Pakistanis had lost confidence in their state. Under the diseased trias politica Pakistanis had lost hope.

The Raheel Doctrine has established the writ of the state. Under the Raheel Doctrine Pakistanis are reestablishing their ties with their state. Most importantly, the Raheel Doctrine has brought back hope.

The billion dollar question is: can the Raheel Doctrine can take this campaign to its logical end?

Here we go again. Over glorifying the military!!!! Do you people really think military generals are this smart that they can "effectively" run the Power and the Political center? If so was the case, why was Pakistan in the same shiithole it had been for the past 50+ years it was under the Army? If we take these bravado articles (written by either an ex-military person, or an analysts with senior military officials in the immediate family, if not near family), then Pakistan would've been the top 15th economy already? Or top 18th. without debt as the system would've done things many decades ago to grow the country????? But none of that happened!!!

To the talk of the "comprehensive" operations and all.....one military general distributed thousands of AK-47 killing machines in Karachi during the 80's (ahhh, the "stolen" Russian equipment") to setup a strong political and militia like power to break Benazir's party's vote power, another general later supported these criminals. Fast forward to 2002, Mushy again provided all kinds of support to his brethren killing innocents!!!! Similarly, the Talibans are another example, a fat, well fed animal who tried to bite the master's entire Arm or two (KPK and Sindh, and now in Baluchistan).

So please forgive me about cutting your article short, but did you have any common sense writing the article or posting it? The crap that's written in there, makes it sound like shiit dancing from Mars to moon. 80% of the article's essence can be explained in two sentences: the military created and maintained really bad people, who turned out to be pure evil terrorists. Now, a man of honor (Gen. Raheel) is cleaning up the mess primarily created and supported by the Pakistani military.
So where were the terms and doctrines used when the mess of violent terrorism was being created by Zia and the likes? Shouldn't that be called the "Zia Doctrine"? or the Mushy Doctrine???? Why call nicer names on things that look nice, but never care to look under the little dusty layer on top to see what the hell's actually going on?

Pakistani public has always been brainwashed by the military so I am not surprised if the military enjoys the Public opinion. After all, seeing 50 years of the Army Chiefs heading out blanket to sick, giving food to hungry, flying into flooded areas, etc, has brainwashed people. When simply, its the military's job.

Now the author, its people like these, who, no matter what you say or even Gen. Raheel will say, will still believe in conspiracy theories. They believe that all these Apex and other committees were formed due to the military's strategic powers (same strategic powers who "strategically decided to distribute AK's to young people???). These guys also believe that the national plan was a military document and such a brilliant idea came out of the GHQ (when there hasn't been a sweet, made in Pakistan cookie that was created by the GHQ where Pakistan sold it as a new product to the world and made a few million). The GHQ does war, not civilian politics outside of one answer fits all scenarios like "hang him" or "Coupe" or "Marshall Law"!!!

The national plan was what NS committed to the Chinese, Turks, the Americans and other leadership that there will be serious law making done to avoid intolerance and religious hatred crap. This was all done to bring in much needed investments and clean up the mess. These were foreign demand too, to NS when he went to cut deals, for example, the French don't want to be in Karachi and the Chinese have concerns about being around KPK, due to previews loss of life. So, at the end, the billion dollar, real question becomes: when are we going to grow up and give credit to where it deserves and not run conspiracy theories and hear and act on voices that tell us "stuff"??? I think its time now we all woke up from a Military dream and lived a real world. The world doesn't revolve around the Pak miltary!!

I agree but don't expect your political parties to do it. Army made some terrible mistakes but at least they are trying to set things right. Remember what Zardari said on Karachi ops - you are here for 3 years we are here forever - that's the criminal mindset of the political parties

The reason i respect Raheel is that he is truly a professional soldier. Who is not meddling in politics and cleaning Pakistan genuinely not for personal motives.

However, none of the criminals caught should be let free. All must be eliminated.

MOST importantly Raheel Sharif should make sure the our supreme court high court all of the corrupt lawyers are eliminated.

RAHEEL SHARIF is ONE man. Eventually he will have to step down and all these corrupt incompetent politicians will be back like flies.

Unless ofcourse Raheel Sharif succeeds in making the fear of justice make corrupt politicians wet their pants.

Raheel is doing a great job but approach seems short sighted. it would end whenever he steps down. And might be replaced with a Kiyani type man who slept at the wheel.

i hope someone could get the message across to General Raheel Sharif that SIR please make sure the gains you have helped achieve for this nation don't come undone once you retire.

Comparing Gen Raheel, with others is unfair & unjustified.. Gen is fighting a war which others have ignored in the past due to personal agenda... Operation against terrorism is in full swing & going on with great success, the terrorist activities have dropped 70%, Karachi is back to normal..curropt elements r being caught by their balls....Pakistan is changing.. What people in Asia forget is both the politicians and the military come from the population. They don't necessary fall form the sky.The Political/Military class only represents the population. Civilian Leadership will automatically adjust itself to what the population wants. As long as the population is divided by religion caste, sect etc.The politicians will continue to play the same game. Civilian leadership takes time to mature that time has to be given to them. Once the populations narrative changes to progress and development the political leadership will change automatically and will start providing what the population wants. Give them 15-20 years and you will automatically see a change in the way Pakistan functions as a society. What damaged Pakistan the most is the forced change of govt. it had to endure multiple times in history.

Case in point swat ops were completed in 2009 but the civilian administration could not repatriate the idps and reconstruct the swat valley. The army had to step in and do all the rehabilitation and reconstruction work with the help of the UAE who was persuaded to provide critical funding for infrastructure projects. If the civilian government and the provincial government do their jobs and not loot and plunder the country then there is no need for the army to interfere.

Sir, what would your answer be to the accusation that the fundamental reason the civilian governments are incapable of doing their jobs is because of the disastrous interruptions of due political process by the Army itself, repeatedly and periodically?

My point is the civilians govt. was never given the chance to mature, it takes 15-20 years for a democracy to attain some maturity. As Syed pointed out above the repeated interruptions of the political process by the army has left the civilian govt. grossly inexperienced in dealing with problems in administration and security. They cannot be blamed the same way an inexperienced person be blamed for his inefficient work.
