The people around him were doing nothing, even though his magazine was empty when he was waving his gun in the air.
Are you telling me he fired an entire mag worth of bullets, and was only then tackled when he started waving it around?

A possible scenario can be that, first the auto weapon was fired (sound can be heard). Then, in order to divert attention from the first firer, the pistol wielding guy fires the single shots (one aimed, the other once he was being tackled while running away and hit a man wearing blue shalwar kameez). This thing, the urge to get hold of this pistol guy, since he was within reach and near, probably allowed the first one to get away. Just a theory based on whatever little is visible in the vidoes.
